There are growing calls for universities in Scotland and England to seek greater independence from government control. But this might be easier said than done. Professor Peacock was involved with the foundation of Buckingham, Britain's sole private university, and also with other new foundations such as Stirling and York. In this paper he discusses the various financial and constitutional hurdles in the way of universities seeking to set themselves free.
